In 1950, The United States Educational Foundation in Pakistan (USEFP) was established by the governments of Pakistan and the United States. USEFP is a bi-national commission with equal number of Pakistanis and Americans. USEFP is one of 51 'Fulbright Commissions' located throughout the world.
Mr. William Fulbright (respected former U.S Senator) proposed a bill in 1945 to spend the U.S. government war property earnings in funding the international exchange between the U.S. and other countries. Later this Fulbright Program has become an educational exchange program promoting peace and prosperity among global nations. This educational exchange program has established their foot since then and till today is serving many international students who want to study abroad.

The program works under the administration of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department, Fulbright Foreign Scholarship Board (FSB) along with the 50 bi-national Fulbright commissions, U.S. embassies, and cooperating organizations in the U.S. The United States Department of State manages and controls the Fulbright program. The Bureau of Educational and Cultural Affairs of the U.S. Department of State receives funding from the United States Congress via annual appropriation bills to sponsor the Full Bright Program
Fulbright grants are offered in almost all academic categories except clinical medical research. Fulbright grantees' fields of study include fine arts, humanities, social sciences, mathematics, natural and physical sciences, and professional and applied sciences.

U.S. Fulbright Scholar Program
Every year, the Fulbright Scholar Program sends U.S. professionals to different countries around the world these professionals deliver lecture and conduct research in a wide variety of academic and professional fields.
In this program, senior U.S. scholars and professionals visit Pakistan and respective countries for two to six weeks to undertake collaborative projects at higher education institutions in Pakistan.
The Global UGRAD program awards undergraduate Pakistani students enrolled at a university in Pakistan. The Global UGRAD-Pakistan program offers cultural/academic exchange, through a non- degree program. This program includes a semester at a university in the U.S. The Global Undergraduate Exchange Program - Pakistan (Global UGRAD-Pakistan) was launched by the Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State in 2010.
Applicants of this program are required to be in 14th or 15th year of formal education. Students with age limit 25 years are enrolled in a four year bachelor's program or a two year bachelor's programs are eligible to apply.
International Development (USAID) funds The Fulbright Masters and PhD Program for graduate study in the United States for a Master's or Ph.D. degree .These grants not only provide tuition fees but also cover textbooks, airfare, a living stipend, and health insurance. USEFP officials also help the student in the visa process.
Eligible candidates should either have a four-year Bachelor's degree or a Bachelor's and Master's combination totaling 16 years of formal education from an accredited university. A 3 –year work experience is necessary for MBA students.
For enrolling in PhD degree program, eligible applicants should have a Master's, M.Phil or comparable degree (a minimum of 18 years of formal education) from an accredited university with experience in teaching, research, or the public sector in Pakistan. The Graduate Record Examination (GRE) is also required for all applicants with a minimum score of 138 in the verbal and 136 in the quantitative sections. Fluency in spoken and written English and an evidence of TOEFL registration is also required at the interview session. Successful candidates should be committed to return and serve in Pakistan.
Students with dual U.S./Pakistan nationality or those having a spouse, parent, fiancé or child over 18 years of age (who is a U.S. citizen or permanent resident) are ineligible to apply or this program.
The application process is open every year in February and the deadline to submit application is around May. The application and interview process continues until September and the results are announced in October. After selection the other processes take place until June. The departure to the U.S. commences in July depending on the universities reporting dates.

The 10-months Hubert H. Humphrey Fellowship Program brings accomplished mid-career professionals with demonstrated leadership potential to the United States for a year of graduate-level non-degree academic coursework and professional development activities. It consists of course-work as well as an internship in a relevant professional organization.
Pakistani citizens with a minimum of five years of professional/work experience are eligible who hold a Master's degree and a guarantee of re-employment upon return to Pakistan. Fluency in English with strong leadership qualities is also required.
